Why does tooth paste tubes say not to ingest Fluoride but yet it is in our tap water?

The quantities are different. Fluoridated water generally has somewhere around 1 part per million; at that level, there's no discernible risk. Toothpaste generally has about 1000 ppm of fluoride - even at that level the risk is very small, but enough for them to justify a warning.
