My granddaughter is expecting a car when she starts driving in December. What should I do?

She's an ok driver, but like all teens, her attention is easily diverted. I never promised her a car but she keeps telling me what kind of car she is going to get. I think she should earn a car instead of expecting to have one given to her. If she weren't so pushy, I'd get her a car. What should I do?
